Yet another fishbox.

Is this the rare Butterbur growing on the cliff or something else?

I found a patch of this plant last year growing by the stream and this new find looks very similar. The one by the stream is not flowering at the moment but I think it is still there. Butterbur likes damp ground and the cliff has several small springs in this area so it is a possible habitat.
